In Japan, the Cyber Response Capability Enhancement Act and its implementation Act were enacted in May 2025. A notable aspect of the law is the “Access & Neutralization Measures,” which stipulates that the Cyber Harm Prevention Enforcement Officer, under the Police Duties Execution Act, can independently take “necessary measures deemed ordinarily required” to delete harmful electromagnetic records or take other harm prevention actions (as per Article 6-2 of the law). However, there is ambiguity regarding the specific actions permitted under this law, as well as the detailed procedures and associated challenges. To address these uncertainties, legal experts in Japan and policy specialists from the U.S discuss in following issues;

Morgan Peirce
モーガン・パース
Morgan Peirce is a research assistant for the Technology and National Security Program at the Center for a New American Security (CNAS), supporting the Center’s research on quantum technology and cybersecurity. Before CNAS, Peirce was a fellow at the U.S. Indo-Pacific Command’s Strategic Planning and Policy Directorate, where she focused on Northeast Asia. Morgan researched policy and technology at the Congressional-Executive Commission on China, the Center for Strategic and International Studies, and the National Committee on U.S.-China Relations. Previously, Peirce was a senior program associate on the China, Hong Kong, and Taiwan portfolios at the International Republican Institute. Morgan has published work in Just Security, The Diplomat, The National Interest, and New Perspectives on Asia. She is currently a master's candidate at Georgetown’s Asian Studies Program and holds a BA in government and East Asian languages from Smith College.
