本講演では、絶え間ないハイブリッド脅威にさらされる環境下において、国家重要インフラを防衛してきた実務経験に基づき、実践的かつ経験に裏打ちされた知見を共有する。政府機関と民間セクターのステークホルダー間の連携、インシデント対応における脅威インテリジェンスの実践的な活用、そして継続的な攻撃状況下における情報共有と共同防衛（コレクティブ・ディフェンス）のための構造化されたメカニズムの構築など、大規模なサイバーインシデントへの対処から得られた、実際の運用上の課題や教訓に焦点を当てる。

As Deputy Head of the SBU Cyber Department, Col. Ivan Kalabashkin has been hands-on when it comes to shaping Ukraine’s cybersecurity efforts – especially those tied to protecting critical infrastructure and upholding national security. Over the years, he has pushed hard for more cooperation with international partners, and has laid the groundwork for the Department’s strong working relationships with international law enforcement and cyber teams. That kind of teamwork is really important when you are dealing with threats that don’t stop at borders.

He has also been involved in quite a few major investigations, often working across different countries to share intelligence and coordinate responses. Inside the Department, he is focused a lot on helping his team grow – setting up training sessions, launching new projects, and just making sure they are always ready to handle whatever the next cyber threat looks like. Things evolve fast in the field, and the key – is to stay ahead of it.
