AI has drastically reduced the cost and time of cyberattacks, prompting a defensive reliance on automation. However, automation lacks human judgement - the ability to prioritize exposures, identify model errors, and navigate crises. As exploitation becomes cheap, human judgement becomes the scarce resource in cyber defense.

This talk argues that judgement is a distinct capability developed through adversarial practice, not just certifications or tools. Drawing on global training data, we examine where AI aids operators, where it creates false confidence, and the true markers of effective defenders.

We apply this lens to Japan’s Active Cyber Defense framework amid a 100,000-professional shortfall, exploring implications for outsourced security operations and machine-speed decision-making. Attendees will leave with a practical model for building, measuring, and positioning human judgement within AI-augmented security teams.
