When the Spectrum Becomes the Battlefield: Defending Municipal IoT Under Jamming

Smart cities depend on LoRaWAN/LPWAN telemetry to keep critical infrastructure observable - most of all during disruption. In contested environments the radio layer faces electronic-warfare (EW) jamming that collapses packet delivery, while naive “just retransmit” tactics drain batteries and airtime.
Drawing on firsthand operation of a city-owned LoRaWAN network that faced EW interference during wartime, this talk presents an instrumentation-light operational model - no spectrum analyzers required. Using a SINR view of reception, it shows how to detect and classify likely jamming from ordinary gateway/network-server telemetry (RSSI/SNR, CRC-failure bursts, per-channel loss, gateway diversity), tell broadband from narrowband and swept “fingerprints,” and match mitigation bundles to each. It closes with the robustness-vs-capacity tradeoff and why selective hardening plus service-layer “degraded mode” beats “max robustness everywhere.” Vendor-neutral; sensitive parameters generalized.

Pavlo Chernikov directed the Kyiv municipal enterprise responsible for the city government's cybersecurity, network operations, and digital-service continuity (2021-2024) - including a city-scale SOC/SIEM and a municipal LoRaWAN IoT network spanning 1,800+ institutions - sustained through active wartime cyber and kinetic attack. He is a peer-reviewed researcher in urban cyber resilience, with published work on city-scale SIEM correlation, LoRaWAN resilience under electronic-warfare interference, and operational resilience of municipal IT under active hostilities. He also speaks on the main stage at SecurityWeek's 2026 ICS Cybersecurity Conference in Nashville, USA.
